Established as a registered charitable institution under Section 88 of the Hong Kong Inland Revenue Ordinance, our Foundation is dedicated to the protection and welfare of animals throughout Hong Kong. We operate on the fundamental principle that our treatment of animals reflects the degree of civilization within our society, and that every living being deserves to be treated with dignity, respect, and compassion.
Importantly, our Foundation operates independently and receives no sponsorship or funding from the government or any third-party organisations. Our work is made possible solely through the generosity of individual donors, the dedication of our volunteers, and the support of the community who share our vision.
Our mandate encompasses four core areas of engagement:
Prevention through Education – We develop and deliver age-appropriate educational programmes to schools and community organisations, fostering understanding and respect for animals from an early age.
Rescue and Rehabilitation – Our trained personnel provide emergency intervention, medical care, and rehabilitation services for animals that have been abused, abandoned, or injured.
Policy Advocacy – We work collaboratively with government bodies and legislative authorities to strengthen animal protection laws and promote evidence-based welfare policies.
Professional Development – We offer specialised training for animal welfare inspectors, veterinarians, and volunteers to ensure the highest standards of care and intervention.
The challenges facing animal welfare in Hong Kong are multifaceted and require sustained commitment. We have witnessed cases of severe cruelty that demand urgent action, yet we have also observed remarkable transformations when care and compassion are extended to those in need. These experiences reinforce our conviction that meaningful change requires a comprehensive approach integrating education, enforcement, and legislative reform.
